CIBSE Energy Performance Group
To improve energy performance of buildings by increasing awareness amongst all building professionals and supporting the implementation of relevant legislation aimed at reducing carbon emissions in buildings
About the Group
The EPG is one of CIBSE's largest special interest Group comprising over 10,500 members from around the world.
Our mission statement is above and the Group’s terms of reference are as follows:
- help building professionals become aware of the opportunities for energy saving within the buildings they are involved in - both new and existing
- encourage best practice in the use of passive solutions, new and developing technologies to reduce carbon emissions
- maintain building professionals awareness of the latest developments in low or zero carbon technologies
- keep building professionals aware of market conditions and government initiatives related to energy saving
- provide a forum to explore the lessons that can be learned, and disseminate these
- provide a central source of links and information (including information about training and certification in energy inspection)
- to support members involved in energy initiatives support CIBSE members on their obligations under the Code of Conduct to "have due regard to environmental issues in carrying out their professional duties" and members committed to implementing the CIBSE Sustainability policy
- obtain feedback on energy performance achievements of members
- set out a plan for CPD which would enhance the competence of members to carry out energy efficient design and operation of buildings
- support the implementation of legislation aimed at reducing carbon emissions in buildings

Chair: Phil Jones, Building Energy SolutionsPhil Jones has spent the last 25 years trying to make buildings more energy efficient, beginning with British Gas followed by 5 years as an energy consultant for WS Atkins investigating failing buildings. For the last 20 years he has run independent energy consultancy, Building Energy Solutions, where he carries out building energy consultancy, research and training across a wide range of buildings and technologies. Phil is also a member of CIBSE Council and chairs the CIBSE CHP Group.
Phil contributed to Part L2 2002 on metering and log books and has subsequently written CIBSE TM 31 - Building Log Books, TM39 – Building Energy Metering and is the main author of CIBSE Guide F - Energy Efficiency in Buildings. He was awarded the IMechE Construction & Building Services prize in 2006 for his contribution to the art of building services engineering.

Vice Chair: Chani Leahong, Fulcrum ConsultingChani is a chartered engineer and Senior Associate at Fulcrum Consulting, specialising in low energy building design and sustainable development. With an academic background in Civil Engineering and Architecture, followed by professional experience as a building services engineer, Chani now provides sustainable engineering masterplanning advice, bringing together both building-scale and community-scale considerations.
Projects that Chani has worked on include Manchester New Islington, Zed-squared, Oakgrove Millennium Community and CIBSE Carbon60.
Chani is a Director of the Sponge Sustainability Network.

Secretary: Michael Birnie, VolkerFitzpatrickMichael Birnie is a chartered engineer and Sustainability Manager at VolkerFitzpatrick.
He earned his Master of Engineering Degree from the University of Aberdeen specialising in mechanical and electrical engineering and went on to successfully complete a PhD in Sustainable Building Technologies at the University of Nottingham. His experience to date includes involvement in public awareness projects, the development and implementation of energy and carbon management strategies for international and UK based clients, and the sustainable design and evaluation of new and refurbished developments.

Bruce Boucher, Bruce Boucher ConsultancyBruce Boucher has been in the HVAC and refrigeration Industry for over 40 years. Bruce has been involved in most if not all applications of these technologies from concept to conclusion.
Bruce's business, BBC Energy, an engineering consultancy, has naturally moved towards the current trends in the use of renewable and sustainable energy. Bruce considers that the Energy Performance Group is able to provide an important contribution to reducing CO2 emissions.

Dick Bradford, Barnsley Metropolitan Borough CouncilDick Bradford is a Chartered Engineer, a Fellow of the Chartered Institution of Building Services Engineers, a SAP 2005 Registered Assessor and ‘Competent Person’, National Trainer for SBEM and a ‘Low Carbon Consultant’ under the CIBSE Competent Person Scheme. A Building Services Design Engineer, with over 35 years experience in a senior capacity, he has held the post of Chief Services Engineer with Barnsley MBC for the last 22 Years.
As a specialist in controls and application technology, one of Dick’s earliest achievements was the pioneering on ‘Airless Kindle’ of Solid Fuel Boilers which served to demonstrate that coal could be better and more properly controlled and thereby economic in use. Primary fuel savings around 40% become the norm after his methods were applied. His comprehensive understanding and use of Building Energy Management Systems (BEMS) has played a significant part in reducing BMBC’s Energy Costs and Carbon Emissions by over 50% from the expenditure levels that existed in the mid 1980’s. Latterly his insistence on designs utilizing Radiant Panels and Under-floor Heating with conductive screeds, as a departure from more conventional systems, has produced design solutions that operate better than the Governments ‘Best Practise’ performance criteria. The focus of his attention now is on the introduction of Biomass Technology as being the answer to many of the problems associated with national energy shortages and the need to make considerable reductions in ‘Greenhouse Gas’ emissions.
Recognition of this work is seen in that Barnsley MBC received the Ashden Award 1st Prize for Renewable Energy Generation in June 2006 and an invitation from the EU, in January 2007, to join the ‘Sustainable Energy Europe 2005 – 2008’ Campaign as an ‘Exemplar’ organisation. Barnsley Council has also won in two categories at the 2007 Yorkshire and Humberside ‘Micro-generation’ Awards – ‘Best Public Buildings’ and ‘Best Policy’. The next goal is to reach and surpass the Governments 60% CO2 reduction target for 2050 by 2010 – 40 years ahead of schedule.

Ben Cartmell, Southfacing ServicesBen Cartmell has been working in the field of low energy buildings and applied renewable energy systems for 10 years in both academic and commercial positions. Prior to helping start up Southfacing Services Ltd, Ben was an Associate within Whitbybird Engineers where he was responsible for their Sustainability & Renewable Energy Group.
Southfacing Services Ltd., was formed in 2004 and provides low energy design consultancy alongside the development of user friendly software design tools that help to deliver low carbon and sustainable buildings. Projects have included development of the first alternative interface to SBEM (Carbon Checker) and the London Renewable (electronic) toolkit with the London Energy Partnership. Ben is a Chartered Engineer (MCIBSE) and also holds a PhD in Solar Energy Engineering which was delivered through the Institute of Energy & Sustainable Development. Current work includes Bespoke BREEAM assessments on three of the 2012 Olympic Venues and development of further design tools for UK and overseas markets. Sophie Casenave, Post-graduate engineerSophie is a Chemical Engineer, with a M.Sc. Architecture: Advanced Environmental and Energy Studies awarded with distinction. After a successful 13 year career at General Electric - first in production then in commercial roles, Sophie decided to reorient her career and completed a M.Sc. AEES at the Centre for Alternative Technology in Wales in 2011, in partnership with the University of East London. During her thesis, Sophie researched energy conservation and carbon emissions reduction amongst small independent businesses on the high street. Her experience to date includes the feasibility and implementation of renewable energy generation schemes, and involvement in resources conservation via energy and water audits and sustainability advice. Sophie is a member of the Usable Buildings Trust.
Mike Cookman, Hoare Wootton PartnershipMike Cookman is a Chartered Engineer and a Partner of the Hoare Wootton Partnership, heading up the London office. Mike is a Buidling Services Design Engineer with over 25 year’s experience and is a registered "Low Carbon Consultant" under the CIBSE Competent Person Scheme. Hywel Davies, CIBSEHywel Davies is Technical Director of CIBSE, leading the technical and policy development work of the Institution, particularly focussed on the ongoing development of the Building Regulations and implementation of the Energy Performance in Buildings Directive (EPBD).
He provides advice on technical and policy issues, contributes to CIBSE publications and policy papers and represents CIBSE at various government fora. He helped develop the CIBSE Low Carbon Consultants register and the Low Carbon Energy Assessors Scheme.

Raffaele De Angelis, HLM ArchitectsRaffaele is responsible for sustainable design at HLM Architects since Feb 2009. With the HLM Environment sector, he is leading integrated environmental design implementing comprehensive energy performance analysis, with use of Dynamic Simulation Modelling, including advanced daylight design, BMS and Whole Life Cost analysis. He’s an accredited Energy Assessor in DSM - Level 5.
As an architect and engineer Raffaele has been working in sustainable design for 18 years through his own practice and with Luigi Pellegrin, Manfredi Nicoletti and Areaprogetto Associati in Italy, applying advanced approaches to residential, institutional, commercial and masterplanning, in national and international projects.

John Field, Power EfficiencyJohn Field set up energy management consultancy Target Energy Services Ltd., in 1986 and is Director of Energy Management for Power Efficiency Ltd., who are responsible for energy purchasing and energy management in much of the managed office property in London. He has worked with commerce, local government, schools and higher education organisations, and has advised the government on revised Building Regulations for energy and the EU Energy Performance of Buildings Directive.

Roger Hitchin, Independent consultantRoger Hitchin is a private consultant, mostly working as an Associate for BRE from which he recently retired as Technical Director dealing with energy issues. Before his 10-year spell at BRE he had spent much of his career in British Gas. A large part of this was in research and development into energy use in buildings, novel heating systems and the impact of building-level changes on overall gas demand. He also worked in international business research within the gas industry, with occasional excursions into other areas such as economic planning and electricity supply. Before that he had worked as a building services design consultant and a university researcher into passive solar heating.
Debbie Hobbs, Environ UK Debbie is a Principal at Environ who manages the Carbon and Energy Management practise worldwide, and has an experienced background in all areas of sustainability. She is a Chartered Building Services Engineer with 20 years experience of both technical and policy related issues related to Energy and Carbon Management. In addition, she is a registered Carbon Trust consultant for all site surveys and new building Design Advice. Being only the second person registered as an Energy Assessor for EPCs in the UK, Debbie produced the EPC for the community and local government departments building, Eland House, and has now completed numerous EPC certificates across all sectors.
She has a strong background in the property sector having been the Environmental Manager for the UK property company MEPC for 7 years prior to setting up her own consultancy which was eventually sold to form the energy team of Faber Maunsell’s Sustainable Development Group. She has worked extensively in real estate, retail, government, hospitality sectors and having undertaken hundreds of energy audits across all building types in here career is now spending a lot of time doing worldwide carbon footprints for international companies and helping them produce long term plans on how to reduce their emissions.
She is currently the Technical Programme Manager for two five-year programmes for the UK Carbon Trust – the Low Carbon Buildings Acceleration (LCBA) programme looking at low carbon refurbishment and the Low Carbon Buildings Programme (LCBP) which is providing grants for the application of renewable technology to 23 state of the art new build developments across all sectors.

David Hughes, CIBSEDavid is Immediate Past President of CIBSE.
David joined CIBSE in 1963, becoming a Fellow in 1985 and a Chartered Engineer in 1989. He has served on CIBSE committees for over 12 years, was Chair of the Membership Panel and the Grades, Benefits and Subscriptions Task Force. Prior to being elected as President Elect, David was a Vice President for three years with responsibility for international co-ordination, a role that has taken him to Hong Kong and China to reinforce the Institution’s strong ties with that region. Within the context of the Engineering Council, David has been a CIBSE-appointed EC representative and is currently serving on their Registration & Standards Committee and the Working Group on Competence Statements and Technical Reports for the UK-SPEC.

Andy Hutton, Max Fordham Consulting EngineersAndy is a Chartered Engineer, CIBSE accredited Low Carbon Consultant and
Senior Engineer at Max Fordham Consulting Engineers. He has experience in the design of low energy and sustainable buildings across a number of sectors, including the performing arts.
Andy started out at a major M&E contractor before moving to Max Fordham in 2000. After spending time at a leading property consultant he returned to Max Fordham in 2009 and is currently helping to develop the ‘Greening Existing Buildings’ group at the practice.
Andy has a holistic approach to buildings coupled with a particular
interest in reducing energy use in existing buildings.

Anna Carolina Menezes, AECOMAnna is currently undertaking an Engineering Doctorate degree in collaboration with AECOM and Loughborough University. Her research focuses on the discrepancies between predicted and actual energy consumption in non-domestic buildings. The research project aims to use monitoring data from occupied building to inform better predictions, accounting for elements such as occupant and management behaviour which are often overlooked in predictive models.

Sarah Royse, Inbuilt Sarah joined Inbuilt as Principal Consultant in August 2007, prior to which she was a partner with Max Fordham LLP Building Services Engineers.
With a degree in Physics and Mathematics, Sarah has spent the past five years working in the construction industry as a consultant engineer specialising in building services and environmental design of both new build and refurbishment projects. Much of her recent work has involved low energy design of mixed used developments and researching methods to streamline the delivery of sustainable design.
Sarah is a Member of CIBSE, a CIBSE Low Carbon Consultant and board member of the Association for Consultancy and Engineering. Sarah was recently awarded the ACE/ NCE Young Consultant of the Year Award 2008.

Ellen Salazar, ES Research and ConsultancyEllen Salazar is an independent energy and sustainability consultant at ES Research and Consultancy. She has 12 years of experience in Energy and Facilities Management both as an in-house building and energy manager in the U.S. and as a consulting engineer in the UK providing sustainable solutions for buildings.
Core activities include early-stage energy and sustainability design advice to both clients and design teams, analysis of energy consumption data, monitoring and targeting to reduce energy wastage, energy surveying to identify cost-effective energy improvements, and the management of capital investment programmes to improve building energy performance.
Additional experience includes post-occupancy evaluations of building energy and indoor environmental performance as well as leading the technical content development for two large government-funded design advice initiatives to encourage the uptake of low carbon design measures. Prior to her nine years in England, Ellen was the in-house Facilities Engineer for the Science and Technology Museum of Atlanta, Georgia.
Ellen is a Chartered Engineer with a BEng(Hons) degree in electrical engineering from Georgia Tech in the U.S., and an MSc with distinction in Energy Efficient Building Design from Oxford Brookes University. She is a corporate member of CIBSE, BIFM, the Energy Institute and ASHRAE; is a CIBSE Low Carbon Consultant (on both the design and operations register); and is a steering committee member of CIBSE’s Energy Performance Group and a member of the Usable Building Trust’s Feedback User Group.

Brian Spires, HLM ArchitectsBrian is Sustainability Director of HLM Architects and group leader of HLM Environment. He has a Degree in Environmental Engineering, is a Chartered Engineer and Low Carbon Design Consultant with more than 40 years of experience of building services design, contracting and facility management. His particular field of expertise is sustainable development and low energy solutions; his passion is the fusion of architecture and engineering. Brian has gained a unique experienced in the interface between Architecture and Services design, which has positioned him close to clients and authorities where as HLM’s spokesman for sustainability he has been influential in the moulding of attitudes to environmental and energy issues, policy making and the briefing process.
Brian is a corporate member of both CIBSE and the Energy Institute and is an active member of various CIBSE special interest groups, including Energy Performance (steering committee member), Daylighting, Intelligent Building and Schools, as well the Climate Change and Summertime Overheating Task Force.
